New Tech for Free Movement - Universal Basic Employment

 

UBE pilot projects could start in cities on a regional level, if successful this could spread and become a global reality (bottom-up process).

One advantage of a successful regional/local project could also be to have positive research that could then also be pitched to philanthropy/charity and then get funding easier. Involve NGOs working with refugees from the start to contribute towards UBE projects so that the integration and livelihoods of refugees in any such scheme would be considered/secured.

 

Guiding questions: 

  • What is the exact problem you are trying to solve?
    • Universal Basic Employment to solve the following problems (among others):
      • How to close the scissor between poor and rich, on a local but also global scale?
      • How to not only value the work which is currently being valued as paid work, but also consider care work, cultural knowledge?
      • Secure and sustainable livelihoods (for refugees) 
      • Positive rather than negative connotation of migration (or even only have positive migration and no more forced migration - due to work)

 

  • Who should be involved? Who are the actors? Who should read the recommendation? 
    • For a project like this to succeed, it is important to include all different kinds of actors on the global level
      • specific government agencies
      • Private sector - different sectors - e.g. carpentry etc.
      • Multinationals - global scale
      • Intergovernmental organisations - NGOs could make recommendations and lead projects, could help facilitate the transition to UBE, push for and support such policies
      • civil society - UBE would need to be (at least to a certain extent) bottom-up for people to accept it
      • Nation states
      • Cities - as important actors where many people are located and enabling regional projects, brain circulation
      • Research - if you have research on UBE it might be easier to get funding from the philanthropy sector and for NGOs and cities to start pilot projects.
    • Who should read this: All the different actors in order to ensure inclusiveness - Researchers, actors in the cities, NGOs, civil society, states but also multinationals and donors of the philanthropic sector who could fund such pilot projects.

 

  • What is the added value of your proposal?
    • Sustainable livelihoods of the refugees
    • Inclusivity, more equality
    • Migration that creates opportunities rather than destroying them

 

  • Does anything like this already exist? How is your solution different or how does it build on existing mechanisms?
    • It's based on the UBI idea, but it is different because it is about valuing all different kinds of contributions to society and can therefore have a positive impact in terms as well of integration
    • The idea of UBE is around already, this recommendation makes the specific proposal of starting at a regional level with pilot projects and it focuses as well on how UBE could improve the security and livelihoods of refugees.

  • How to make the project as inclusive as possible? Make it accessible to everybody and inform everybody about it?
  •
