Policy action/recommendations on future B

Guiding questions: 

  • What is the exact problem you are trying to solve?
    • communicating to migrants what kinds of people are needed, how can we ensure that supply and demand are balanced? how can we bring the right people to the right jobs?
    • how can we be more inclusive?
      • Create spaces where people feel welcome
      • No distinction between 'us' and 'others'
    • overcome outdated (?) assumptions, such as a) that everyone wants to move, b) moves just from A to B, c) moves either voluntarily or forced (look at grey zones)
    • create conditions for people to have a choice on where they want to live and facilitate circularity through multiple entry systems
  • Who should be involved? Who are the actors? Who should read the recommendation? 
    • Possible actors: establishing municipal communication managers (to share information about available job openings etc.), including key figures in prominent diaspora communities, including key figures in the network of migration cultures in typical origin regions
    • Universities and higher education institutes in the developing world so that they can share with students. Also they can use these as points of research and debate.
    • Public policy makers, who can try to influence conditions in the countries of migrant origin so that conditions can be made better (city-to-city exchange could be initiated by local governments and policy makers)
    • Businesses
  • What is the added value of your proposal?
    • Recognise local actors as those that know best what is needed
    • Foster city-to-city cooperation
    • Inclusion of the migrant perspective
    • Move away from "hard" skills as the only requirement or determinant but give more attention to soft skills - this can also make the system more inclusive
    • Create a system/platform that is open to everyone - those that are already there (including locals, refugees etc.) and those that want to seek new opportunities
    • Ensure inclusion and move away from a "they are here only to help us" perspective --> putting value on diversity and include different demographic and personal backgrounds

Policy action:

  • City-to-city exchange to identify the (hard and soft) skills needed and publish job openings on a common database open to everyone
