How can we overcome the existing power structures while at the same time operating within them?

One of the main issues that we face when trying to implement a feminist foreign policy is the fact that we are still captured in unequal power structures. Civil society organisations, for example, develop well-thought feminist approaches to foreign policy, but the reality is that they are often excluded from or powerless in decision making processes. The only power in the hands of non-state actors is discursive power. As a first step, we therefore suggest to raise awareness for structures that have been unquestioned until now. This can be through campaigns of organisations, news paper articles, youtube videos etc. Raising awareness includes in the first place a discussion about what feminist foreign policy means. Thereby, the intersectional approach of this concept should be considered.
And finally, because discursive power is not enough to make change, we need to build up a network with allies in decision making bodies who support the normative aim of a just foreign policy that benefits all.
