This "will - knowledge" exchange platform will happen under the umbrella of international aid. The UN can host such a platform where knowledge is collected from the more industrialized countries and is shared with less industrialized countries and in exchange those countries provide access to the raw materials. This helps reduce the technology gap. The countries that don’t have raw material neither knowledge can supply workforce that can be use to produce technology, train AIs, etc...
This platform is an equal exchange between countries and all should respect the UN human right standards.
